I'm no good with cars but don't want to be ripped off

Hi... So the other day I pulled up my hand brake and it sounded like it snapped.. when I look under the casing in the car the wires are very loose, also the wires under the car have come off the clips... is this definitely a snapped hand break or could it be loose due to hanging off clips ?? also will I need both wires replacing or just one ??

Sounds like a broken cable. I'm guessing the hand brake lever is coming up higher than normal?
