Hello I am a new Peugeot owner and have been given an old key from a scrapped 206. Would it be possible to re program the remote and chip to work with my car

No. The key has a one-time-programmable transponder chip, so it cannot subsequently be used on another car. Moreover, there are four electronically-different key fobs, depending on date of manufacture of the car, and whether the car has front foglamps!
