Those number refer to the tyre size. The make of tyre makes more difference.

I can recommend www.mytyres.co.uk as a supplier. I picked up a pair of All season / Winter tyres from them pretty cheap and they run nicely on my 206cc
Fairly quick to ship them too.

Cheap usually means hard wearing and not much grip ... should be know as Ditchfinders ...
Don't go for the cheapest but middle of road with either a known name (Avon, Dunlop, Falken, Goodyear, Continental, Hankook, Toyo, etc) or good reputations on the various sites. Avoid the very cheap and totally unknown brands unless you want trouble. I put Federal tyres on our 206 hatchback first when I fitted alloys ... appalling handling ... changed to Falkens and much better. Federal is a well know US brand and I should have realised US cars don't go around corners ...
Another good source is http://www.BlackCircles.com ... They are good if buying 2 or 4 tyres and you can usually find they will fit them at a local garage (of you choice).
Or, use Blackcircles and mytyres to get a good price and use that to haggle down you local tyre dealer!

I recently purchased from tyreleader.co.uk Good service, but beware that they are not a UK company. Having said that, they despatched quickly and were a lot cheaper than UK suppliers. Just ask at your local garage how much they charge to fit & balance. Mine were about £10 each.
