1999 206 1.9 diesel side light problem

Help, any ideas, I have lost all side lights, dash lights, and centre consol lights.
Ihave checked fuses under the bonnet and in the car, all appear to be OK.
I am getting head lights, and rear fog light when ignition is on.
i have read on blogs that there is a common problem with indicators on the stick, and this gereraly is due to swarf in the indicator workings at the end of the stick.
Would my problem be due to a faulty switch on the stick or something else.
Is there any relay units involved with side lights.
