The recommendation I have seen generally for Peugeots is 60,000 miles or every 5 years whichever is the sooner.
Following link may be useful to some people although the site is American and the cars listed under Peugeot on the pdf file are 405's.
http://www.familycar.com/CarCare/GatesFrame.htm
Yahoo comments on the 406 engines as follows,
http://uk.cars.yahoo.com/car-reviews/ca ... 02328.html
but I would go with the first recommendation myself.
You're going to keep the car so why not get it done at the forthcoming service, for peace of mind if nothing else? I would. Better than a bill for £000's when it breaks.

If your car is on a 2 year/20,000 mile service schedule then if the dealer did not renew the timing belt this time then at the next service in 2 years time it would be overdue.

In my view it sounds as if it is a year early.
Why not check with your dealer as to why they seem to be wanting to do it early. Maybe they are short of work, maybe they have miscalculated.
I wouldn't have it done this year myself unless there is a very good reason - e.g. oil contamination, fraying/cracks beginning to show on the belt.
Are the conditions harsher where you live demanding a more rigorous service regime than the U.K?
