I had sills like these on my Mitsubishi FTO few years back. Always a talking point. The FTO were back lit ones with a bulb and the Ebay auction for the CC ones only says "luminous" and does not say any wiring needed. If these are only glow in the dark then no way, can't see much light getting to them to charge them up. If they are wired to the car and light up then maybe.
