Metal pipe rubbing on electric fan - wots the pipe do?

The cc is a couple of weeks old, whenever the electric fan at the front fires up to cool things down, there's the noise of it rubbing. When stopped, it's apparent it's rubbing against a metal pipe which does a sideways U shaped journey in front of the fan just behind the low black grille on the car.

I'm going to take it back to get them to sort it (the pipe seems pretty loose but I can't see how it would be secured) but I just wondered if anyone knew what the pipe is for?

It's still rubbing :( It doesn't seem to be attached at the bottom of the "U" shape at all (which is on the right as you face the car). No-one else get this? PITA to take a day off work to get it sorted. Might cable tie it out of the way until the 6 month service.

Discovered there are two locating clips at the opposite end of the U (you need to put your head underneath the see) and it wasn't clipped into one of them. Once clipped back it's now solid and doesn't snag the fan anymore.
