Flapping noise

I opened my window this morning and, after getting soaked by all the water on the roof, I started hearing a flapping noise that appeared to be coming from the front, drivers side wheel area. Checking the area tonight I can see somewhere I think a bolt should be and what I think is causing the flapping. Could someone take a look and tell me if a bolt should be here:

Of course when I say nut, I mean bolt. Is this why it's flapping?

...........so Iv'e been outside twice in the cold with a torch

First time - couldn't relate what I could see to the photo

so had to come in and have another look

Second time - couldn't see the relative area ...wheel was in the way... I guess you got righthand lock on to take photo


Couldn't be arsed to go back in to house for keys

But I did feel behind wheel there was plastic nut in the appropriate place

Yeah I had the wheel full lock to the right.

Thanks for looking anyway, cheers for the confirmation that's gotta be what it is, because without that it would cause that plastic thing to flap.

yeah your missing plastic thingy :D like the ones in the boot that holds the carpet to the boot lid, they are black and about the size of a 1 pound coin :D :D :D :D :D
