neither are the animals technically.
However, i would argue that due to the episode "Blood Feud", Mr Burns can infact qualify for the role of a Simpson. Mr Burns was going to die until he was pumped full of Bart's blood. This means Burns has Simpson blood running through his veins making him part Simpson

I have a decent knowledge of the Simpsons but not that great. Don't have cable or anything and don't even switch the TV on anymore so have no idea what is happening.
