Everyone has Neon lights?????

That's not quite what it means. What it means is, if you have a lamp which resembles a blue warning beacon or special warning lamp (and you're not an emergency vehicle) then you are breaking the law whether or not that lamp is working or not.because it doesnt flash they are not in the same working order
e.g. If you've got a broken flashing blue light fitted, you're breaking the law.
The important part, and the part which renders neon washer lights legal is the definition of 'warning beacon':
"A lamp that is capable of emitting a flashing or rotating beam of light throughout 360° in the horizontal plane."
and that of 'special warning lamp':
"A lamp, fitted to the front or rear of a vehicle, capable of emitting a blue flashing light and not any other kind of light."
Now, a washer jet lamp fits neither of these descriptions and therefore is not restricted by section 16 UNLESS somebody decides that it resembles one of these descriptions.

We're talking about legally here though. A steady blue forward light does not resemble a flashing blue 360-degree light.a blue light resembles another blue light.

OK, OK, Alex, I had a good look at the revelant legislation, you are perfectly right, and it would be very difficult to gain a conviction for a neon washer light or watever you call them, and on a seperate matter, the legilsation for front lamps certainly don't appear to be as restrictive as those on the rear.

But it doesn't say that anywhere in the regs. It says that "the same are in working order" which means something completely different.
I don't care who's been fined. If they don't want to appeal it that's up to them. The facts are that these lights are not illegal. It's quite clear if you read the regs. Any decent solicitor will tell you the same.
