Buying car advice?

Hi there I'm a newbie would like some advice please.
Car for sale 1.4, 51 plate, door 6 month not tax till jan. has noisy exhaust and speedo isn't working the girl wants 400 for it ? But I think would possible go to 350.

How much would the exhaust be to replace roughly? I've seen prices from 1000 downwards and is this affected with the speedo at all? It had a new clutch in December.

Doesn't sound like a 206cc which is what we concentrate on in this 206cc forum. Sorry.
