This morning I noticed when I turned the car on I could hear a flapping noise in the region of the front drivers side wheel, when I revved the car you could hear it speed up and slow down with the engine, what could it be
Car is a 206 LX 1.1 2000 plate

How many miles has the car done? Has the timing belt (also called the cam-belt) ever been renewed? If not it should have been done at 10 years old - i.e. 2 years ago, or at 100,000 miles absolute maximum. So it could well be the timing belt breaking up and flapping against the cover. If it snaps completely it'll ruin the engine. Get it checked out pronto - before starting the engine again!!!
When renewing the timing belt and tensioners, renew the water pump and coolant at the same time. Not to do so is false economy.

its done 88,000 miles, im unsure if the cam-belt has been changed, ive only had it a month (first car) - i was aware that i may have to replace cam-belt soonish.
i have started the car a few times and drove it to work, the noise has gone which is weird, i noticed it this morning when i left work but when i got home and drove back to work tonight the noise had gone.
how much would getting all replaced set me back roughly, im thinking around £200/£300
its done 88,000 miles, im unsure if the cam-belt has been changed, ive only had it a month (first car) - i was aware that i may have to replace cam-belt soonish.

If it hasn't been replaced Chris it is well overdue. If the noise has gone and it is the belt then a chunk may have broken off (see the picture in the link below). I think I paid £350 when my Golf cam-belt and water pump were replaced this year. Hopefully you've got a good independent Peugeot specialist near you - give them a call.

Something that I've noticed is the be noise only appears when I start the car from work, the difference between work and home is that works car park is on an incline.

Not something simple like the inner wing shield is loose and flapping or touching the crank pulley/aux belt?

I'll have to get under the car and look tomorrow, I've had the bonet up and couldn't see anything hanging off or lose

Have to agree with Grandadmonkey, and if it turns out to be something else at least you have done a job that is overdue.
Also check the auxilary belt. If that breaks, they quite often get up inside the cam belt cover and cause the cam belt to jump a couple of teeth which has the same effect as it breaking.
Please don't ignore the noise. It will most likely end in tears if you do.
