The air con is on when the little green light is on.
If your aircon hasn't been used regularly then the seals may well have dried out. In that case you may find that a simple re-gas won't fix it. A lot of folk say the air-con needs a re-gas when they sell their cars but if it was that simple they would have had it done, wouldn't they?

If the light is on, as GrandadMonkey said, it's active .. but it won't work for several reasons:
1) the pressure is too low or even too high. A proper a/c specialist will pressure test the system and check for leaks before they refill it with a set amount of gas and lubricating oil.
2) shouldn't affect us in July (although it's nearly cold enough) but the a/c will not work if the outside temp is too low .. normally about 3C.
3) the electrics have an issue and the a/c compressor doesn't engage or run. Can be as simple as a fuse or a relay not working properly. When the a/c is working and cuts in, you should hear a loudish clunk at the compressor. The rev counter may also drop slightly and then the system will pick it back up again.
Go to a proper a/c specialist if you can. It will cost a bit more but the system will be checked properly. Avoid using those aerosol cans you see in Halfords ... they don't put in a measured amount of gas and can overfill the system causing weak joints to leak and you're back to square one!
