expensive electrical engine cut out

Hi, thought I'd pass on my engine cut out problem, looking for advice, regarding this problem. A bit of a saga but here goes,
10 days ago driving to work engine management light came on, has done this in past during warranty and reset at main dealers. This time the engine died on me, no power, all lights on dash flashing luckily managed to pull to side of road before traffic hit me from behind. Car would not re start, called AA and towed to local garage. two days later they reported all wiring ok must be the ECU or BSI unit and charged £140 for this 3 hours labour plus vat! Not impressed towed car to main Peugeot dealer who rechecked with their diagnostics and found a broken wire within the wiring loom/harness. They charged £375 to investigate and fit new wiring. Now they have phoned and said the car is running again but instrument panel is flashing randomly and I need a new one costing £220 fitted!

Car is 53 plate 206 1.4 3door entice

My questions are,
1. Do I have any legal come back with the first garage who misdiagnosed the problem?

2. Is it feasable to buy a second hand instrument panel from scrap yard and if so, is it easy to fit myself

3. has anyone had a similar experience
