I thought that too, but the courts extend this to 17 days to allow for delays in the post... and one other thing - delays owing to things like "you move house and forget to tell them your new address so you don't receive it in time" don't count eitherIf it was a speed camera setup and U don't get a "NIP" (notice of Intent to Prosecute) within 14 days then U have got away with it

If you drive a company, lease, or hire car they have a lot longer than 14 days to issue you with fine so that they can track you down. Upto 3 months I think.
