workload shouldn't have anything to do with it - 1 person + 3 minutes = transfer done.

when i put the plate on the 106 it took about an hour at the birmingham office, they were well busy - except most people were trying to tax their tractors in there!!

quite amusing!

i don't understand how some offices can take 1hr. do they start doing your transfer for a minute, leave it and go and do something else then come back and finish it ??? :? :? :? :? :?
