Looking on Ebay for some mats

What is the difference between normal mats and mats with O.E. Clip Locators ??

as far as i know OE clip mats have the securing eyelets on the edge of the mat as opposed to the middle rear, this is i assume why they are referred to as oe clips (outside edge)

The mats with the OE clip locators are safer, you don't really want anything in your footwell that can move about while you're driving.
