Do not worry. From what I remember it is just used to hold the plastic cover when removed for roof maintenance or repair. Tuck it back in and forget about it.

I do not ever recall getting anything less than 220 miles out of a tank, which I guess is about 27 MPG. Thats from my 2.0L doing short journeys around town and being driven particularly badly. Use something sharp and hard between the lined edge of the plastic handle and prize the handle apart. The handle is in two parts a top cover, which needs to be pulled off to expose the 2x bolts beneath.
