Ok. I think I made a mistake about the BSI in my first post :| The electronics unit inside the engine bay on the passenger side, I guess that must be the engine management unit, which I mistook as the BSI. Because I saw in another post, that said, the BSI unit is attached to the internal fuse panel...

If it's stuck ... it's stuck. You probably won't fix it. BUT .. most modern thermostats stick OPEN not shut. That way if they do fail you just run cool not hot and overheat .. You may have a stuck thermostat causing your fan issues. Best to sort it as it is now not getting hot enough, and putting extra strain on cooling fan and alternator. Wow. The cooling fan didn't kick in at 95. So I put the AC (what I usually do to keep the engine cool), but that didn't help too.... How does that work? I would expect putting the AC on would require the engine to work harder, turning the compressor and generating additional electric power for the fan. ...
